The North Atlantic Alliance is examining whether to adopt a preemptive-strike strategy in response to what it views as Russia’s increasingly aggressive behavior, Admiral Giuseppe Cavo Dragone, chairman of NATO’s Military Committee, told the Financial Times.

Dragone said the alliance is exploring a more proactive posture—one that could include striking first rather than responding only after an attack. He noted that NATO might justify such actions as defensive in nature.

However, he acknowledged that the idea represents a significant departure from NATO’s traditional approach. Key obstacles, he explained, include the alliance’s legal framework and the question of which NATO body or member state would be authorized to carry out such operations.

Earlier, Russia’s ambassador to Belgium, Denis Gonchar, accused NATO of “preparing for a major war with Russia” by “frightening its own population with imaginary Kremlin plans to attack alliance members.”
