According to the History Service of Saed News, it was during the Qajar era that we find solid evidence of women's education. Shokouh al-Saltaneh, the mother of Mozaffar al-Din Shah, had hired a tutor named Khadijeh to educate the women of the royal harem. Taj al-Saltaneh, one of Naser al-Din Shah’s daughters, also hired a private tutor—a learned cleric with comprehensive knowledge.

When examining the history of public education for women in Iran, most attention is given to the reign of Reza Shah, during which elementary education for both girls and boys was implemented.

Bibi Khanum was the first female teacher of the Qajar era who succeeded in founding the first girls’ school in Iran, named “Madrese-ye Dokhtaran” (School for Young Ladies) in the year 1285 Hijri Shamsi (1906 CE, during the Constitutional Revolution).
