To prepare saffron Maqout, first mix the starch with half a cup of cold water in a suitable metal bowl and stir well until the starch is completely dissolved.
Then add the cardamom powder and mix again until fully combined.
In the next step, pour 2 cups of water and 1/4 cup of sugar into a medium pot and place it over low heat until the sugar gradually dissolves and the water begins to boil.
Next, slowly add the starch, cardamom, and saffron mixture into the sweetened boiling water while stirring continuously to ensure everything blends well. Then add the rose water and mix again thoroughly.
Continue stirring constantly using a whisk or large spoon until the mixture becomes smooth and reaches a pudding-like thickness. Keep stirring until it fully thickens.
Once the mixture reaches the desired consistency (similar to custard), remove it from the heat and pour it into a serving dish. Place it in the refrigerator.

Meanwhile, soak the basil seeds in 1 cup of water until they become gelatinous.
Dissolve the jelly powder in 1 cup of hot water and stir well until completely dissolved. Then add the soaked basil seeds (with their cold water) to the jelly mixture and combine everything.
Pour the prepared jelly mixture over the chilled Maqout base in the serving dish and spread it evenly.
