SAEDNEWS: The text of the Iran–US memorandum was released by state media on Wednesday night and made public, despite earlier statements that it would only be published after the official signing in Switzerland on Friday.

Initial Text of Iran–U.S. Preliminary Agreement Finally Released to the Public / Is This Text in Iran’s Favor?

According to the political service of the Saed News Agency website, the text of this memorandum of understanding is as follows:

The Islamic Republic of Iran and the United States of America, jointly and in good faith, agreed on the following on 18 June 2026:

  1. The Islamic Republic of Iran, the United States of America, and their allies in the current war, by signing this memorandum of understanding, declare the immediate and permanent cessation of military operations on all fronts, including in Lebanon, and commit that from now on they will not initiate any war or military operation against each other, will refrain from the threat or use of force against one another, and will guarantee the territorial integrity and sovereignty of Lebanon. A final agreement will confirm the permanent end of the war on all fronts, including in Lebanon, and the remaining provisions of this clause.

  2. The Islamic Republic of Iran and the United States of America commit to respecting each other’s sovereignty and territorial integrity and to refraining from interference in each other’s internal affairs.

  3. The Islamic Republic of Iran and the United States of America commit to conducting negotiations and reaching a final agreement within a maximum of 60 days, extendable by mutual consent.

  4. Immediately upon signing this memorandum of understanding, the United States will begin lifting its maritime blockade and any harassment or obstruction against the Islamic Republic of Iran, and will fully end the maritime blockade within 30 days. During this period, shipping traffic will be allowed in proportion to pre-war traffic levels as maintained by the Islamic Republic of Iran. The United States also commits to withdrawing its military forces from the surrounding region of the Islamic Republic of Iran within 30 days after the final agreement.

  5. Upon signing this memorandum of understanding, the Islamic Republic of Iran will make arrangements, to the best of its efforts, to ensure the safe passage of commercial vessels, free of charge for 60 days, from the Persian Gulf to the Sea of Oman and vice versa. Commercial shipping will begin immediately and, subject to the need to remove technical and military obstacles and demining by the Islamic Republic of Iran, will be fully operational within 30 days. Iran will cooperate with the Sultanate of Oman to determine the future administration and maritime services in the Strait of Hormuz, in accordance with applicable international law and the sovereign rights of coastal states of the Strait of Hormuz, and will also consult with other Gulf coastal countries.

  6. The United States commits, together with its regional partners, to establish a binding economic reconstruction and development program for the Islamic Republic of Iran, with a minimum allocation of 300 billion dollars agreed by the parties. The implementation mechanism of this program will be finalized as part of the final agreement within 60 days. All necessary approvals, waivers, and authorizations for related financial transactions will be issued by the United States.

  7. The United States commits to ending all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, resolutions of the IAEA Board of Governors, and all unilateral U.S. sanctions, both primary and secondary, according to a timetable agreed as part of the final agreement. Both parties recognize the fundamental importance of lifting the above-mentioned sanctions and express their intention to address these issues immediately in negotiations in order to reach mutual agreement.

  8. The Islamic Republic of Iran reaffirms that it will not produce or acquire nuclear weapons. Iran and the United States agree to determine the status of stored enriched materials through a mutually agreed mechanism and in accordance with the timetable set out in Clause 7, at minimum through on-site dilution under the supervision of the International Atomic Energy Agency (IAEA). The two sides also agree to discuss enrichment and other nuclear-related issues based on Iran’s needs within a mutually satisfactory framework to be agreed in the final deal. The final agreement will confirm the provisions of this clause. Both parties recognize the importance of the nuclear issues mentioned above and intend to address them immediately in negotiations.

  9. Iran and the United States agree to maintain the status quo until the final agreement; Iran will maintain its current nuclear program, and the United States will not impose new sanctions or deploy additional military forces in the region.

  10. The United States commits, immediately upon signing this memorandum and until sanctions are lifted, to issue Treasury waivers for the export of Iranian crude oil, petrochemical products and derivatives, and all related services including banking transactions, insurance, transportation, and others.

  11. The United States commits to making all restricted or frozen Iranian funds and assets fully available for use upon implementation of this memorandum. The two sides will mutually agree on the procedures for releasing these funds during negotiations. These funds, whether held in primary accounts or transferred, must be fully usable for payment to any final beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States commits to issuing all necessary approvals and authorizations in this regard.

  12. Iran and the United States agree to establish an implementation mechanism to monitor the successful execution of this memorandum and future compliance with the final agreement.

  13. Following the signing of this memorandum and subject to the commencement of implementation of clauses 1, 4, 5, 10, and 11, and the continuation of these measures, Iran and the United States will begin negotiations on the final agreement exclusively regarding the remaining clauses.

  14. The final agreement will be endorsed by a binding United Nations Security Council resolution.

The memorandum was published by state media at a time when officials had previously stated that the text would be released after formal signing by the parties during Friday’s negotiations in Switzerland, but it was unexpectedly made available to the media and public tonight.

Some reports indicate that the American side also released the text of the memorandum to its media outlets today.
