Araghchi: Re-imposition of Terminated UN Sanctions Declared Null and Void

Foreign Minister Abbas Araghchi underlined in a letter to UN Secretary-General Antonio Guterres and the President of the Security Council that the Islamic Republic of Iran categorically rejects any attempt to reinstate Security Council resolutions terminated under Resolution 2231 (2015).

Dated 27 September 2025, the letter emphasizes that recent actions by France, the United Kingdom, and the United States—referred to as the “E3”—to revive terminated resolutions are legally flawed, procedurally invalid, and politically unjustified. Araghchi notes that the JCPOA and Resolution 2231 already addressed Iran’s nuclear program, and that attempts to enforce previously terminated sanctions are null and void.

The letter further stresses:

  • The so-called snapback mechanism invoked by the E3 is an abuse of process.

  • Past votes and Council divisions, including abstentions and opposition from China, Russia, Algeria, and Pakistan, demonstrate the lack of consensus for reimposing sanctions.

  • Resolution 2231 will expire on 18 October 2025, ending all nuclear-related restrictions permanently, and Iran will not recognize any attempt to extend or revive them.

  • Iran continues to favor diplomacy but will firmly defend its sovereign rights if pressured.

By formally communicating this position, Abbas Araghchi underscores Iran’s commitment to upholding international law, rejecting coercion, and protecting its nuclear sovereignty, sending a clear message to the international community about the illegitimacy of unilateral actions outside the UN framework.
