Could Russia’s Draft Resolution Block Western Snapback Sanctions on Iran?

According to Saed News, Ruhollah Modabber, an expert on Russian affairs, told Etemad Online regarding the possible impact of Russia’s draft to extend Resolution 2231 on the activation of the snapback mechanism: “I have repeatedly emphasized that Russia’s policy toward Iran is a friendly, cooperative, and responsible one, aimed at supporting Iran in international forums and helping to neutralize the joint conspiracies of the European Troika, Israel, and the United States. This comes while the snapback mechanism was a completely Western plan inserted into the JCPOA by the European Troika with U.S. participation.”

He continued: “At present, given the hostile policy adopted by the European Troika—particularly in their stance toward Iran—and even their direct involvement in Israel’s aggressions against Iran, the possibility of activating the snapback mechanism as a practical tool in the hands of the European Troika absolutely exists. However, Russia has put forward a smart draft stating in its preamble that the extension of the snapback timeline for six months is intended to give Iran an opportunity. This draft declares that using the snapback depends on the assessment of conditions and obligations.”

Modabber added: “In other words, by inserting specific legal wording, the Russians are tying the hands of the European Troika from activating the snapback mechanism, even during the six months following its adoption. This reflects a smart, friendly, and responsible move by Russia. Of course, given the hostile stance of the European Troika, there is a possibility that their representatives will veto this draft to prevent its passage.”

He stressed: “But if this draft is approved, given the smart clause in its preamble, the snapback mechanism would automatically be deactivated after six months, and the European Troika would no longer be able to trigger it. This measure, which is being taken by Russia for the first time, is certainly a positive and unprecedented step in support of Iran. For this reason, the British side will not support it and will likely veto it.”

In conclusion, he said: “In recent days, Russia has used all its capacities to support Iran. Unfortunately, however, some individuals inside the country have spread false and anti-Russian news at this sensitive time. One such false claim is the allegation that Russia is cooperating with Israel in the field of air defense against Iran. These kinds of reports are being published while British officials are displeased with Russia’s supportive initiatives toward Iran and are trying to obstruct them.”
