SAEDNEWS: In a letter to his counterparts in other countries, Iranian Foreign Minister Abbas Araghchi said in a rejection of the US and European action that no valid legal action has been taken to revive the expired resolutions.

Tehran, 28 September 2025 – In a letter addressed to the foreign ministers of key international partners, Iran’s Foreign Minister, Seyed Abbas Araghchi, has strongly rejected recent claims by the United States, United Kingdom, France, and Germany that certain UN Security Council resolutions, previously terminated under Resolution 2231 (2015), have been “restored” through the so-called snapback mechanism.

The letter emphasizes that these claims are entirely unfounded, unlawful, and devoid of any legal basis, and warns that they threaten the integrity of multilateral diplomacy and the authority of the United Nations.

Resolution 2231, adopted unanimously in 2015, endorsed the Joint Comprehensive Plan of Action (JCPOA) and terminated previous Security Council resolutions on Iran’s nuclear program. The resolution clearly stipulated that all nuclear-related restrictions would permanently expire on 18 October 2025 and no state has unilateral authority to alter or extend its provisions.

Iran’s letter highlights that:

  • The United States, having withdrawn from the JCPOA in 2018, lacks any legal standing to invoke the snapback mechanism.

  • The notification issued by the United Kingdom, France, and Germany on 28 August 2025 fails to meet the requirements of Resolution 2231.

  • Draft resolutions proposed to the Security Council in September 2025 contradict the original resolution and cannot legally reinstate sanctions.

Araghchi’s letter underscores that attempts to revive terminated resolutions constitute a unilateral rewriting of international law, undermine trust in the Security Council, and weaken the global nuclear non-proliferation regime by politicizing it. Iran also cautions against efforts to pressure the UN Secretariat to act beyond its mandate, noting that such actions threaten the neutrality and impartiality of the organization.

The Islamic Republic of Iran categorically rejects the alleged reinstatement of sanctions and affirms that all restrictions under Resolution 2231 will expire on 18 October 2025, and any attempt to extend them will not be recognized. The country reiterates its readiness for constructive diplomacy and negotiations on an equal footing while maintaining its sovereign rights.

The letter concludes with an urgent call to international partners to:

  • Reject claims of restored resolutions,

  • Avoid incorporating unlawful measures into domestic policies, and

  • Support multilateralism and the integrity of international institutions.

Araghchi emphasized that permitting such claims to prevail would set a dangerous precedent, undermining both the authority of the Security Council and the principle that international agreements must be respected.
