According to the History Service of Saed News, during the reign of the first four kings of the Qajar dynasty, the "Nowruz Greeting Ceremony" gradually became more widespread and magnificent, and its rituals and ceremonies acquired more details—details that were carried out with special attention and precision.

During the ceremony, courtiers, military commanders, foreign ambassadors, and, in some cases (especially during the reign of Fath Ali Shah), a number of ordinary people would attend, paying their respects to the king and offering Nowruz greetings in accordance with the precise customs.

This ceremony reached its peak of grandeur and magnificence during the reign of Naser al-Din Shah. At this time, the specific place for everything was carefully pre-determined; from the location of the Shah's special hookah to the positions where the courtiers would stand in the palace courtyard.
