How Iran Is Mobilizing Legal Frameworks to Challenge Israel on War Crimes

According to Saed News citing Young Journalists Club (YJC), Hojjatoleslam Mohammad-Taqi Naqdali, Deputy Chairman of the Judiciary and Legal Commission of Iran’s Parliament, spoke about the legal follow-up regarding the Zionist regime’s attacks on Iran:

“The issue of pursuing legal, judicial, and international accountability for the crimes committed by the Zionist regime against Iran, as well as the crimes occurring and continuing in Gaza, is among the priorities of both the Parliament, the government, and the Judiciary.”

The representative of the people of Khomeini Shahr stated:

“We held a session with the participation of all relevant authorities, including the Minister of Justice, head of the Judiciary’s Human Rights Headquarters, Bar Associations, the Bar Center, the Secretary of the Parliament’s Palestine Conference, and representatives from the IRGC Intelligence. Each institution presented reports on their actions, whether through public and private complaint filings or other legal measures, to the Parliament.”

The Deputy Chairman of the Judiciary and Legal Commission said:

“Although Israel itself is the aggressor, it has preemptively filed thousands of lawsuits in international forums and countries with jurisdiction over international claims. Of course, we have not lagged behind; domestically, part of the work concerning complaint filing is handled by the Bar Center and Bar Associations to provide opportunities for those wishing to file complaints.”

Hojjatoleslam Naqdali added:

“Alongside these efforts, some laws are being prepared to grant domestic courts jurisdiction to issue rulings. The Ministry of Justice has drafted these laws and submitted them to Parliament for urgent review and approval. Executive measures have also been taken to expedite the allocation of special branches to handle complaints, and multiple correspondences have been made with heads of human rights committees in Islamic countries and parliamentary friendship groups. Personally, I have communicated with Iraq and Nigeria, as the head of Iran’s parliamentary friendship group with those countries.”

The parliamentarian emphasized:

“We must gather information and file complaints, even if the outcome takes twenty years. It is important to collect data and information today and pursue the necessary judicial and legal actions.”

He further stated:

“In some international forums, due to obstacles, restrictions, or non-membership based on national interests, we have faced difficulties, but through meetings, we have found ways to overcome these limitations and will follow up on them.”

The Deputy Chairman explained:

“Our goal is to assert rights—both for people who have suffered physical and financial losses and regarding compensation and penalties for those who committed war crimes.”

When asked about possible complaints filed with international courts like The Hague, he replied:

“Actions are underway, but due to some legal barriers and considerations, we may not be able to directly file complaints. These are detailed, specialized issues, but we have found solutions to pursue this indirectly.”
