SAEDNEWS: The Iranian parliament approved a multi-billion-dollar defense plan to strengthen the armed forces, including emergency funding and foreign procurement, amid heightened regional tensions with Israel.

According to Saed News; Iranian lawmaker Ebrahim Rezaei reported on Sunday (September 7) that the National Security and Foreign Policy Commission discussed and resolved objections to the bill regulating non-military drones. The session included representatives from the Ministry of Defense and the Armed Forces General Staff.

Rezaei stated that the commission also passed a new plan aimed at strengthening the armed forces in response to crimes and aggressions by Israel. The bill, consisting of one article and six clauses, was designed to enhance Iran’s defense capabilities comprehensively.

Under the approved plan:

  1. The Budget Organization and Ministry of Oil are required to allocate 100% of the 2025 defense budget and the remaining 2024 unfulfilled funds to the armed forces.

  2. The Budget Organization must also provide the full annual share of the Supreme National Security Council’s approved defense allocations from public budget savings or oil revenues.

  3. The Central Bank is tasked with providing up to €2 billion from blocked or other foreign currency reserves to the Armed Forces at zero interest, guaranteed by the Budget Organization, or from the National Development Fund with Supreme Leader approval.

  4. Coordination with the Ministry of Economy and Armed Forces is required to use €2 billion for foreign procurement of major defense equipment.

  5. The Budget Organization and Ministry of Oil may allocate $1.5 billion in oil revenues to the Armed Forces for defense support.

  6. Annually, 30% of revenues from air corridors or air transit will fund air defense systems.

Rezaei emphasized that the bill aims to address the armed forces’ concerns, improve equipment and facilities, and ensure readiness against regional threats. The legislation will now be reviewed in the Iranian parliament’s plenary session.
