SAEDNEWS: Armenia has published the full text of a 17-article peace agreement with Azerbaijan, committing both nations to respect Soviet-era borders, forgo territorial claims, establish diplomatic ties, and cooperate across various sectors.

According to Saed News citing ISNA, On Monday evening, Armenia’s Ministry of Foreign Affairs published on its official website the text of the “Agreement on the Establishment of Peace and Interstate Relations” between Armenia and the Republic of Azerbaijan.

The agreement, which consists of 17 articles, commits both sides—emphasizing the need for a just, comprehensive, and lasting peace in the region and citing the UN Charter, the 1970 Declaration of Principles of International Law Concerning Friendly Relations among States, the 1975 Helsinki Final Act, and the 1991 Alma-Ata Declaration—to establishing relations based on the principles of good neighborliness.

Under Article 1, the two countries confirm that the borders between the former Soviet republics are to be recognized and respected as the international borders of independent states. Both sides also stress their recognition of and respect for each other’s sovereignty, territorial integrity, border inviolability, and political independence.

Article 2 stipulates that neither party has any territorial claims against the other and will refrain from making such claims in the future. They further pledge not to take any actions undermining the other’s territorial integrity or political unity.

Subsequent articles bind Armenia and Azerbaijan to refrain from the use or threat of force against one another (Article 3), non-interference in each other’s internal affairs (Article 4), and the establishment of diplomatic relations within a set timeframe following the exchange of ratification documents (Article 5).

Article 6 underscores the commencement of border commission negotiations to demarcate and mark the shared boundary, while Article 7 prohibits the deployment of any third-party military forces along the joint border. Until the border demarcation process is complete, both sides will implement bilateral confidence-building and security measures.

In Article 8, the two nations commit to combating all forms of prejudice, racial hatred, separatism, violent extremism, and terrorism. Article 9 addresses persons missing or unaccounted for during armed conflicts, obliging both parties to exchange information and cooperate with international organizations to determine their fate and return their remains.

Under Article 10, Armenia and Azerbaijan may conclude bilateral agreements in economic, transit, environmental, humanitarian, and cultural fields. Article 11 clarifies that the agreement does not override the parties’ rights and obligations under other international treaties.

Articles 12 to 15 cover the full implementation of the agreement, the establishment of a joint commission to monitor compliance, the peaceful settlement of potential disputes, and the annulment or closure of all bilateral claims and lawsuits filed before the signing of the agreement in various forums.

According to Article 16, the agreement will enter into force following the completion of internal procedures and the exchange of instruments of ratification between the two countries. Article 17 states that the document has been prepared in three languages—Armenian, Azerbaijani, and English—all equally authentic; however, in case of interpretative discrepancies, the English text shall prevail.
