Special Measures by the Ministry of Economy to Provide Services During the Country’s Critical Conditions / Offering Tax and Customs Facilities

According to Saed News, quoting IRNA, Seyed Ali Madanizadeh, Iran's Minister of Economic Affairs and Finance, announced on the evening of Wednesday, June 18, that the Ministry and its affiliated organizations have launched extensive efforts to provide uninterrupted services to the public during the country’s special circumstances caused by the Zionist regime’s aggression against Iranian territory.

Emphasizing the responsibility of all economic sectors in responding to this crisis, Madanizadeh detailed the implemented and ongoing programs of the ministry and its affiliates.

Capital Market Management in Crisis

Referring to the suspension of capital market activity to protect investors’ assets, he stated:
“To manage risks and safeguard shareholders' assets, capital market operations were halted from the onset of the Zionist regime's aggression against our nation.”

He added that, given the liquidity of fixed-income investment funds, trading of their units will resume on the stock exchange as of Saturday, June 21. Commodity and energy exchanges will also reopen that day, and settlement of transactions will continue without interruption.

Madanizadeh also addressed the concerns of listed companies regarding shareholders’ meetings, announcing coordination with the Securities and Exchange Organization to enable online meetings. Delays in disclosing financial statements on the CODAL system due to preparation issues or meeting schedules will be considered based on valid justifications.

Uninterrupted Insurance Services

The Minister stressed the insurance industry’s commitment to continuous service:
“Insurance services have not stopped. Regardless of the situation, insurers continue to serve the public.”

He said that insurance companies have adapted their mechanisms in line with relevant regulations and are ready to operate in all circumstances. Citizens can access insurance services—whether issuing policies or claiming damages—through various methods, with the necessary infrastructure already in place.

He also emphasized the timely payment of claims, urging the Central Insurance of Iran and the broader industry to ensure compensation reaches affected individuals without disruption. New types of risk should be quickly brought under insurance coverage, especially those not typically included under normal conditions.

While all services are important, he noted, "the most crucial responsibility of insurers is paying claims, and they must handle this with utmost sensitivity."

Tax Relief Measures

Madanizadeh also outlined special tax reliefs to support taxpayers under current conditions caused by the Zionist regime’s attacks. The National Tax Administration has taken steps to ease pressure on economic actors, including extending the deadline for submitting and registering electronic invoices for the period of June 1–21, 2025, to Sunday, July 13, 2025.

Additionally, the deadline for submitting business tax returns and paying taxes under Note 100 of the Direct Taxation Act for the 2025 fiscal year has been extended. Late penalties for submitting wage lists and paying related taxes for May and June 2025 will be waived if the obligations are fulfilled by July 13, as per Article 191 of the Direct Taxation Act.

Customs Operating 24/7 to Meet National Needs

The minister also pointed to measures taken in the customs sector. Following the Zionist regime’s attack, immediate orders were issued for major customs offices to operate around the clock.

To support production and address liquidity shortages, restrictions on providing bank guarantees for goods imports across the country have been lifted. As of today, there will be no limit on bank guarantees, and the previous cash payment ceiling of 1.5 billion rials is canceled. Furthermore, the deadline for providing guarantees for other manufacturing companies has been extended from 3 to 6 months.

Under these new customs facilities, companies or individuals importing goods for production units will benefit from the extended 6-month guarantee period.

Conclusion

At the end of his remarks, Minister Madanizadeh offered his condolences on the martyrdom of Iranian military commanders, nuclear scientists, and civilians in the Zionist regime’s attacks. He affirmed that all departments under the Ministry of Economic Affairs—including the Tax Administration, Customs, Insurance Industry, and Securities Organization—will continue providing services in full coordination, either remotely or in person, to ensure uninterrupted support for the public.
