“In the Name of God, the Most Compassionate, the Most Merciful

We thank and praise Almighty God, the Compassionate and Merciful, for granting us the honor of serving an intelligent, noble, and vigilant nation—one that has possessed, and continues to possess, the awareness needed to neutralize the most complex conspiracies of enemies against the unity of a strong and independent Iran. We also thank Him for blessing us with a wise and farsighted Leader whose enlightening and guiding directives, even under the most difficult conditions, have laid the groundwork for reforming affairs and solving the problems of society.

The turbulent and eventful history of this sacred land is filled with the sacrifice, endurance, and bravery of heroic people who have created miracles for the independence, strength, and unity of dear Iran. In the recent complex sedition as well—an event directed by the long-standing enemies of the Islamic Revolution and carried out by terrorist elements and unpatriotic rioters—the vigilance of the Iranian nation in separating the ranks of protesters from rioters, along with the responsible struggle of the country’s defenders, including the Law Enforcement Forces, the IRGC, and the Basij, rendered the dirty plot of the designers of this scenario ineffective.

We, the heads of the executive, legislative, and judicial branches, within the scope of our legal authorities, consider ourselves committed to working tirelessly, day and night—while following the guidance of the Supreme Leader of the Islamic Revolution, utilizing the capacity of elites and intellectuals, and strengthening unity, solidarity, and synergy—to address livelihood and economic problems and to ensure public security, and to neglect not even the slightest aspect of our responsibilities.

Likewise, in handling the recent terrorist incidents, while paying attention to discovering and identifying the causes and roots behind their occurrence, we will act with the utmost fairness and justice. Alongside delivering firm punishment to the murderers and terrorist seditionists, we will also apply Islamic compassion and leniency toward those who were deceived and did not play a major role in the terrorist events. With the wisdom and prudence expected by the great nation of Iran, we will safeguard the blood of several hundred thousand martyrs of the Islamic Revolution and raise high the proud flag of the Islamic Republic and the name of Iran and the Iranian people across the world, God willing.
