Madam President,

Today marks the International Day of Women in Diplomacy. Let me begin by congratulating you and all women diplomats on this occasion. I also commend your successful presidency of the Security Council during the month of June and sincerely appreciate your tireless efforts in convening emergency meetings to bring the Council's attention to the aggressions committed by the Israeli regime and the United States against my country and their blatant violations.

I would like to sincerely thank our brotherly and friendly nation, the State of Qatar, for its genuine and diplomatic efforts to end the Israeli regime’s aggression, establish a ceasefire, and prevent regional escalation that threatens peace and stability.

I also thank Ms. DiCarlo, Under-Secretary-General, for her report. We take note of the Secretary-General’s report and, like him and the Under-Secretary-General in their statements today, we emphasize the importance of a diplomatic solution. We welcome Slovenia as the facilitator for resolution 2231 (2015) and thank Ambassador Žbogar and his team for preparing the report and delivering today’s remarks. We also take note of the statement by Ambassador Lambrinidis, Head of the EU Delegation, as the coordinator of the JCPOA.

Madam President,

First, I must express my strong objection to the presence of the representative of the Israeli regime at this meeting. From a legal and procedural standpoint, this regime has no standing to participate in this session. It has no relevance to the agenda, to resolution 2231, or to the Joint Comprehensive Plan of Action (JCPOA). The participating parties in the JCPOA, as explicitly stated in resolution 2231, are clearly defined, and Security Council meetings under this agenda have always been limited to those parties.

This meeting marks the last Security Council briefing on resolution 2231 before its expiration in October 2025. In this context, I wish to raise the following points:

First, the United States’ unilateral withdrawal from the JCPOA in 2018, followed by the imposition of extraterritorial and unlawful sanctions, constitutes a clear violation of Security Council resolution 2231. The Islamic Republic of Iran has remained committed to its obligations, while the United States, fully backed by the UK, France, and Germany, has repeatedly violated both the spirit and letter of the JCPOA and resolution 2231. The root causes of the current situation are clear and undeniable. These countries are therefore in no position to accuse Iran of non-compliance.

Second, today’s meeting takes place while my country has been subjected to unprovoked military aggression—an egregious violation of international law, the UN Charter, the IAEA Statute, General Conference resolutions, and resolution 2231.

Resolution 2231 calls on all UN member states to refrain from any actions that undermine the resolution or the JCPOA. Yet, the Israeli regime, with full support from the United States, has targeted Iran’s peaceful nuclear facilities, civilians, and civilian infrastructure. This regime has falsely justified its attacks with baseless claims of an imminent threat from Iran’s peaceful nuclear program—claims that are legally unfounded and entirely rejected.

In truth, it is Israel—the only entity in the region possessing nuclear weapons and not a party to the NPT—that refuses IAEA inspections and oversight. Meanwhile, Iran remains a party to the NPT and has subjected its nuclear program to the Agency’s most rigorous verification system.

Resolution 2231 and international law have also been violated by the United States, a permanent member of the Security Council and a country responsible for implementing its resolutions, which has militarily targeted Iran’s IAEA-safeguarded nuclear facilities.

Third, it is deeply regrettable and concerning that even after a decade since the adoption of resolution 2231, Iran’s peaceful nuclear program—entirely under IAEA oversight—has repeatedly been the target of illegal attacks by Israel and the United States. These unlawful actions set a dangerous precedent, weaken the non-proliferation regime, and undermine the credibility of the Security Council.

Resolution 2231 was intended to promote peaceful solutions and strengthen the Security Council’s role in preventing unnecessary crises. However, the reckless attacks on Iran’s peaceful nuclear facilities have seriously undermined this role. It is regrettable that the Council has yet to condemn these illegal attacks, even though resolution 487 explicitly prohibits such actions. We urge the Security Council to at least explicitly condemn these acts of aggression and ensure they are not repeated.

Fourth, clear double standards are at play. While the US, UK, and France maintain vast nuclear arsenals and turn a blind eye to Israel’s undeclared stockpile, they make baseless claims that Iran’s peaceful nuclear program poses a threat to international peace and security. These politically motivated allegations have long been disproven by Iran’s transparency and full cooperation with the IAEA.

If these countries truly care about the non-proliferation regime, they must condemn Israel’s repeated violations of international law and resolution 487 instead of deflecting blame.

Fifth, allegations that Iran has violated resolution 2231 are unfounded and lack any legal basis. Over the past decade, Iran has fully complied with both resolution 2231 and the JCPOA. Iran’s remedial measures have been taken strictly within the framework of these two documents and are solely aimed at restoring balance and encouraging other parties to fulfill their obligations. These actions should not be misused as a pretext to impose new pressures under the JCPOA or resolution 2231. The Council must prevent any attempt to distort or misinterpret this resolution against Iran.

Sixth, resolution 2231 must expire on schedule, and Iran categorically rejects any effort to revive its lapsed provisions under any pretext. Unfortunately, the European JCPOA parties have not only failed to uphold their obligations but have irresponsibly and falsely claimed that Iran is close to building a nuclear weapon—an utterly false claim without any credible evidence. Iran’s peaceful nuclear program is under the most stringent IAEA inspection regime and cannot be denied. Despite this aggression and the unconstructive behavior of European parties, Iran remains committed to diplomacy and peaceful dispute resolution. Resolution 2231 itself is proof that diplomacy can and must be the path forward.

Seventh, the Islamic Republic of Iran continues to believe that a diplomatic resolution to the nuclear issue and sanctions is achievable. Our commitment to this path has been clearly demonstrated through our full compliance with the JCPOA and resolution 2231. However, if other parties truly seek a solution, they must respect Iran’s legitimate rights and refrain from undermining the diplomatic process.

Eighth, Iran has never initiated this war. Upon the cessation of aggression, Iran also ceased its lawful military response. Nevertheless, Iran will not ignore deception and double standards. Our brave and proud armed forces are fully prepared to respond decisively and within the framework of international law to any new threat or violation.

In conclusion, Madam President, we are now closer to diplomacy than ever before. A long and widespread war, believed by some to bring about Iran’s so-called "unconditional surrender" and force it to abandon its peaceful nuclear program through intimidation, threats, and force—has now more evidently than ever failed.

They brought all their military might to bear, supporting and equipping the Zionist regime with advanced fighter jets, sophisticated weapons, and even bunker-buster bombs to attack Iran’s peaceful nuclear facilities and cowardly, deliberately, and blindly target civilians and vital infrastructure.

These attacks led to the martyrdom of hundreds of innocent people, including women, children, nuclear scientists, academics, athletes, students, humanitarian workers, and senior military commanders, and injured thousands more. We honor these noble martyrs for their sacrifice, just as we honor all brave and patriotic people who defend our homeland. Iran has stood proud and steadfast in the face of this criminal aggression.

This proves more than ever a simple truth: the only way to resolve the unnecessary crisis surrounding Iran’s peaceful program is through diplomacy and dialogue."
