SAEDNEWS: Lawrence Norman reports that Russia’s draft UN resolution to extend Resolution 2231 could suspend discussions on the snapback sanctions mechanism, causing distrust among European states regarding Moscow’s intentions.
According to SaedNews, quoting a Wall Street Journal reporter, more details have emerged regarding the news previously reported by Omavj-Media about Russia presenting a draft resolution to extend UN Security Council Resolution 2231.
Omavj-Media had earlier reported that Russia submitted a draft to extend the resolution, which is set to expire in October.
According to SaedNews, Lawrence Norman wrote on his X account that Russia’s draft contains a clause stating that if 2231 is extended, the possibility of using the snapback sanctions mechanism in the future would be eliminated.
Norman claimed that the presence of this clause in Russia’s document will lead the three European countries to doubt Russia’s intentions.
The Russian document states: “It is decided that for the specified extension period in paragraph one of this resolution, any substantive review of issues related to the implementation of Resolution 2231 and the Joint Comprehensive Plan of Action (JCPOA) shall be suspended.”
Lawrence Norman interpreted this clause to mean that triggering the snapback mechanism and related discussions fall under “substantive reviews of issues related to Resolution 2231 and the JCPOA” and should therefore be suspended during the extension period.
He acknowledged that this interpretation may be incorrect and is waiting to hear the opinions of other experts regarding this clause of Russia’s proposed draft.
