The majority of casualties occurred at distribution points managed by the U.S.-backed Gaza Humanitarian Foundation (GHF), a mechanism now widely condemned by the United Nations and international observers. Critics argue that the GHF’s network of aid stations has been co-opted into a strategy that funnels civilians into densely packed areas—sites that have become irresistible targets for shelling, drone strikes and live fire from tanks.
