4 cups milk
1 cup sugar
3 tablespoons wheat starch
2 tablespoons flour
2 tablespoons cocoa powder
½ teaspoon vanilla

Make the caramel: Pour the sugar into a small, deep saucepan and heat over low flame until it melts. Avoid stirring; you can gently shake the pan to mix. Once melted, stir to break up any lumps.
